Senior Human Resources & Administration Officer
( - Phnom Penh)

Job Description:
CMK (Crédit Mutuel Kampuchea) also called CMSC (Cambodia
Mutual Savings and Credit Network) is a mutual
savings and credit network initiated by Crédit Mutuel, 2nd
cooperative bank in France through the CICM (Centre
International du Crédit Mutuel), an international non-profit
organization dedicated to promote economic and social
development in developing countries by giving everyone access to
financial services, especially people excluded
from the traditional banking sector.

As part of our development, we are looking for a Senior Human
Resources & Administration Officer
Main responsibilities:

- Promoting the values of our organization.

- Establishment of management about careers and classified

- Development of a training plan

- Liaising with a wide range of organizations involved in areas
such as health and safety (Staff Insurance)

- Recruiting staff –this includes improving or updating job
descriptions, preparing advertisements, checking
application forms, short listing, interviewing and selecting
candidates

- Developing or updating or improving policies on issue such as
working conditions, performance management,
equal opportunities, disciplinary procedures and absence
management.

- Working closely with all departments, increasingly in
consultancy role, assisting line managers to understand and
implement policies and procedures

- Advising on pay and other remuneration issues, including
promotion and benefits.

- Undertaking regular staff appraisal and participating on
decisions regarding salary reviews.

- Administering payroll and maintaining records relating to staff.

- Interpreting and advising on employment legislation

- Developing HR planning strategies with line managers, which
consider immediate and long-term staff
requirements in terms of numbers and skill levels.

- Planning and delivering training, including introductions for
new staff

- Analyzing training needs in conjunction with departmental
managers
job Requirement:
Qualifications and Experience:

- Cambodian nationality male or female

- University degree, preferably in HR or administration

- Minimum 3-5 year of experience in HR and admin. And
background awareness about local labor law

- Good knowledge in HR and admin. Management

- Good interpersonal, communication and presentation skills.

- Strong analytical skills

- Excellent Interpersonal skills and ability to work both
independently and in a team environment

- Good communicator & negotiator, very dynamic, leadership,

- Sharing the values and cooperative principles of CMK

- Excellent skills in Word and Excel

- Bilingual in French and English is mandatory
