The EU Program, Strengthening Performance, Accountability, and Civic Engagement (SPACE) is executed to support theNational Committee for Democratic Development (NCDD) to assist national and sub-national agencies to jointly develop structures, procedures and capacities enabling them to be more responsive to citizens. The Program is funded by the EU member states: Sweden (SIDA), the United Kingdom (DFID), Germany (BMZ) and the EU Delegation.

The Program will be implemented by Deutsche Gesellschaft fur Technische Zusammenarbeit (GTZ) GmbH.  GTZ is an international cooperation enterprise for sustainable development owned by the Federal Republic of Germany.

The EU SPACE Program has the following immediate opening for a national professional:

Provincial Co-ordinator (Battambang, 2 positions; Kampong Chhnang, 2 positions)

1. University degree in Public Administration, Law, Business Administration or similar.
2. Minimum of 2 years of professional working experience in related positions;
3. Experience directly working in and/or with government;
4. Experience in project management;
5. Knowledge of the Decentralization and Deconcentration reform process in Cambodia, including its practical implications at the sub-national level
6. Knowledge and understanding of both national and sub-national government structures, systems and processes

Other requirements

• Excellent analytical and problem solving skills;
• Good working knowledge of modern telecommunication systems, IT-know-how (MS Office, Access or other database program);
• English language proficiency (speaking, reading and writing).

1. Coordinating and managing the logistics of program implementation in the SPACE modelling province (either Battambang or Kampong Chhnang)
2. Maintaining close connection and good relations with the councils and other key provincial actors in the modelling province;
3. Ongoing coaching of sub-national councils in the modelling province with reference to coaching modules developed by the Program;
4. Being on-call to the councils to support ongoing needs within a framework focused on effective deliberation and engagement by the councils
5. Regularly liaising with other stakeholders providing support sub-national government structures in the coach’s area of work.
6. Supporting the revision, improvement and maintenance of coaching materials.
