Job Description: Indigenous Community Support Organization (ICSO) is a Cambodian NGOimplementing projects to support, strengthen, and improve the capacityof indigenous community organizations and groups to participate in theprotection of the rights and in the management of natural, cultural andtraditional resources.
Anumber of projects of ICSO are supporting the capacity building andrights of indigenous peoples. ICSO requires the services of anexperienced with a strong commitment to community socio-economic andcultural development of the position of National Finance Officer basedin Phnom Penh for provincial support which is frequently travel toRatanakiri, Mondulkiri, and other provinces.

MAIN RESPONSIBILIES: - The Provincial Progam Assistant is responsible for assist Provincial Program Coordinator and for coordinating the development of a performance management plan for the ICSO program as a whole.
PRIMARY RESPONSIBILITY: - Project Design/ Re-design: Assist (and revise when necessary) the three years strategic plan, including community need assessments, project design, planning, implementation, monitoring, and evaluation and reporting
Planning: Assist of the project annual plan of action and annual budget of the projects with a clear indicators and mean of verification. Revise the project's annual plan of action and budget at the mid-year budget review
Monitoring (Operations): Continuously monitor the implementation of the project to ensure that the project system and staff are working to achieve the project goal and objective and that the project is maintaining ICSO and donor accountability standards
Monitoring (Financing): Assist Provincial Program Coordinator to close monitor on project expenditure and contract, monitor and evaluate budgeted and actual expenditure with the Rattanakiri Finance Coordinator and Provincial Program Coordinator and National Finance Coordinator on a monthly basis
Evaluation: Assist in implantation of the project evaluation and audit
Government Relation: Develop and maintain good relationship with provincial district commune officials, village leaders, and village development committee leaders in the project target areas
Partner Agency and NGO Relations: Maintain good relationship with other International and Local NGOs working in the target areas
Reporting: Prepare monthly, quarterly report, annual, case study and end of programs reports as required by ICSO and others interested bodies. Prepared project information, project data, documentation and article as require. Collate and translate activity reports from field operations staff and assist in the development of further capacity to report results against key indicators
Funding: Assist PPC in preparation of grant proposal to major donors, when necessary
Training: Coordinate project staff training and development opportunities, and complete annual performance and development appraisals for all project staff
Shared Leadership: Participated in monthly meeting, and Provincial management team meeting.
Field Supervision: Conduct regular visit to the target districts for coaching, mentoring and supporting. And any kind of advocacy support
Donor and visitor: Assist PPC to make presentation and welcome to all donor and visitor. Any other tasks as required by the Provincial Program Coordinator
job Requirement: - Graduate degree from an accredited university such rural development, general management or related field - At least 2 years of relevant experience community development - Strong in Project Management Cycle Skills - Good oral and written English, Ethic and Khmer communication skills - Strong organizational
