Community Outreach Facilitator Introduction
The Reproductive Health Association of Cambodia (RHAC) is a NGO focusing on sexual and reproductive health and family health including maternal and child health, TB and HIV/ AIDS. Under it’s Health Care Financing Program, RHAC implements health equity fund (HEF) schemes in nine Operational Districts (ODs) with support from the Health Sector Support Project (HSSP2/UNFPA and HSSP2/PF).
RHAC is currently seeking a qualified Cambodian candidate to fill the following vacancy based in Srey Ambel Operational District (OD), Koh Kong Province:
Community Outreach Facilitator
- Associate Degree in social science/community development, preferably in health related topics
- Experience in a rural health or community development project.
- A working knowledge of English.
- Good computer skills, especially in Word, Excel and PowerPoint, database preferably Access and/or FoxPro software.
- Good communication, training and presentation skills.
- Good public relations.
- Willingness to work flexible hours and travel in the field.
Community/Beneficiaries Targeting and Networking:- Observe and participate if necessary to ensure pre-identification of poor household process is in compliance with harmonized/modified approach which at end results are widely accepted,
- Cooperate with government health staff and local authority to establish community networking through recruitment of CBAs and scheduling of CBA meeting (bimonthly or quarterly)
- Train CBAs to be able to make reports on feedbacks and problems regarding to access to health care
- Conduct spot-check visits to ensure information about inclusion and exclusion error collected and recommendation made to address the issue
- Make sure that lists of poor households are updated and available/posted at every health facility, village and commune office.
Promotion of HEF and beneficiary communication:- Ensure most population know about HEF benefits through peer education conducted by CBAs, information through local authority and health staff
- Participate/facilitate meeting of CBAs at health center or commune level
- Participate in some meetings of local authority to promote awareness of HEF and reproductive services,
- Participate in some religious ceremonies to promote HEF and reproductive health services
- Coordinate effectively distribution of leaflets, health cards and vouchers for reproductive health services without fraud or falsification
- Cooperate with local authority and CBA ensure that all poor identified households have been photographed with maximum number of household members.
Project Monitoring/Planning:- Assist data entry of discharges and household data into HEF database,
- Provide weekly, monthly, quarterly report on timely manner ,
- Conduct verification and post audits to ensure no inflated figures or fake reports from the contracted health facilities as well as from CBAs,
- Provide inputs for monthly, quarterly, and annually planning
Coordination with partners and other tasks assigned by supervisor:- Represent RHAC to join meeting among partners working in the areas and ensure that partners in the areas are aware of the HEF activities,
- Encourage participation and ownership of local authority and community of pre-identification of poor households, and possibly funding of health equity funds for the poor
- Perform access facilitation and greet and meet services to ensure that beneficiaries feel supported and receive appropriate care
- Perform other tasks assigned by the supervisor
