Finance Manager (1 Position) based in Phnom Penh. | >> JOB PURPOSE
Manage and oversee the organizations financial affairs, ensuring a high standard of records and report that complies with the law and organizational policy. Supervise finance and manual staff.
>> KEY RESPONSIBILITIES
1. Assist in the development of clear plans for the unit at strategic and activity level, and monitor the implementation of these plans, allocating resources as necessary to ensure unit and organizational goals are met.
2. Supervise staff activities, allocating work, defining priorities and giving regular feedback on performance and technical support as required to help ensure program outcomes are achieved.
3. Provide input to the senior management team on financial and budgeting issues. Co-ordinate unit plans and activities with other units effectively.
>> ACTIVITIES
1. Prepare project and global budgets in consultation with other managers and ED.
2. Ensure policies and procedures are in place to manage all financial transactions in compliance with GAD/c policies, legal and donor requirements.
3. Design and revise as necessary accounting systems and methods, including evaluating needs of various stakeholders, producing specifications, coordinating information processing requirements and raising issues and recommendations with management team. Support the building of strategic relationships with government and other organizations that help GAD/C to maintain a well respected position and gain increasing influence and resources.
4. Ensure an effective system of internal controls is in place with provides reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable and applicable laws, regulations, policies procedures and audit recommendations are followed.
5. Manage and oversee all aspects of finance including accounting, budgeting, procurement, reconciliation, payroll, benefits, providence fund and tax.
6. Develop and revise formal and informal management information systems that respond to management needs.
7. Provide input and analysis on budgets, legislative changes and other financial issues to enable clear and well informed management decisions.
8. Help staff and managers to understand and follow financial procedures, and interpret and use financial information effectively through formal and informal training and advice.
9. Prepare audit schedule for external auditors and act as a liaison between GAD/C and the auditors Work with auditors providing management of audit process, guidance, information and explanation to ensure regular and successful audit reports.
10. Work in coordination with other units on specific projects, workshops or campaigns as instructed by line manager
11. Carry out other duties appropriate to this post as requested by line manager.
>. REPORTING 12. Provide financial reports for authorities, individual donors and for the overall program (global reports and end of program reports) as required by authorities, donors and line manager.
13. Provide internal reports to each unit and the executive director monthly. |
